Here are some highlights of HR 3200 as it was published through August 2009, changes that have since been made are not available as of yet, but in any case this is the basis of the bill that will be merged with whatever legislation comes from the Senate.

HR 3200 the healthcare reform bill currently being pushed through Congress.... have you read the bill? Did you realize this was in the healthcare legislation? HR 3200? • Section 3121 pg 935 Lines 1-2 The government will develop standards entitled, "Healthy People and National Public Health Performance Standards"
• Section 2251 pg 915 This section mandates "...cultural and linguistic competency for all healthcare professionals..." In order to maintain compliance, approximately how many languages will each healthcare provider need to be fluent in?
• Section 340m pg 899 Public Health Workforce as defined in HR 3200 includes Veterinarians
• Section 3111 pg 931 The Government will establish a Preventative and Wellness Trust Fund with an initial cost of $30.8 billion..." HR 3200 authorizes the creation, not the funding, so where is the money to fund this going to come from?
• Section 340L pg 897 Public Health Workforce Corps shall consist of civilian employees of the United States.
• Section 2011 pg 864 The government will mandate the establishment of a National Health Corps.
• Section 440 pg 837-839 The government shall design and implement a Home Visitation Program for families with young children and those families expecting children {pregnant} - no mention of home visits for the elderly.
• Section 1751 pg 800 The government will decide which healthcare conditions will be paid.
• Section 1714 pg 769 Federal government mandates eligibility for state family planning services ... abortion?
• Section 1713 pg 768 Lines 3-5 Home visitation purpose - "....Improving maternal or children's health and pregnancy outcomes -what are pregnancy outcomes?- and birthing intervals." The government is going to direct you in planning your family.
• Section 1713 pg 768 Lines 11-14 Home Visits to include, "...determinations of economic self sufficiency, employment advancement, school readiness..." This is currently social services job for those that qualify and seek assistance. This will allow the government into your home.
• Section 1711 pg 764 The government will require prevention treatment which will include -without choice- vaccinations. -regardless of whether or not you want or believe in them.
• Section 1704 756-761 DSH - The burden of payment of disproportionate share hospital responsibilities shifted to the states. Currently the government assists those hospital that receive a disproportionate share of indigent or Medicaid patients as compared to other area hospitals in their locality. This will now be shifted to the states.
• Section 1651 pg 734 lines 16-25 The Secretary of HHS and Attorney General will have access to ALL medical data.
• Section 1632 pg 710 line 8-14 Government has the power to deny healthcare providers ACCESS into the healthcare exchanges. Not being allowed will shut down a practice.
• Section 1128G pg 704-708 The Government determines if there exists risk for fraud and can therefore conduct background checks -apparently without any other legal authorization- of providers or supplies.
• Section 1444 pg 632-633 lines 14-25 and 1-9 "The Secretary may issue NONENDORSED quality measurements."
• Section 1444 pg 632 states "...quality measures that Congress sees fit..."
• Section 1442 pg 632 line 5-10 "...quality shall be designed to assess outcomes and functional status of patient...."
• Section 1441 pg 621 Lines 20-25 "The government will define new quality measures in healthcare" ... is this the role of government and are they qualified to do so?
• Section 1411 pg 524 line 18-22 establishes the Competitive Effectiveness Research Trust Fund - more tax revenue
• Section 1442 pg 622 line 2-9 gives the government the ability to move tax revenue from other government trust funds to other government trust funds -from social security
• Section 1401 pg 503 lines 21-25 The "Center" will collect data both published and unpublished..." public and private data gathering... and from where?
• Section 1401 pg 503 lines 13-19 The government shall build registries from electronic medical records.... the Center may secure DIRECTLY FROM ANY DEPARTMENT OR AGENCY OF THE US government any necessary information to carry out this section..."
• Section 1302 pg 472 lines 14-17 "..Monthly payments to community based organizations..." which community based organizations? ACORN, Planned Parenthood?
• Section 1233 pg 429 lines 13-25 government will which MDs can write end of life orders and this would include physician assistants and nurse practitioners.
• Section 1177 pg 354 government will restrict enrollment of special needs people.... "extension of Authority of Special Needs Plans to restrict enrollment..." This is the treatment plans for disabled Americans?
• Section 1162 government can disqualify your Medicare Advantage Plan - leaving the participants no option but to join the public plan.
• Section 1156 pg 317-318 lines 21-25-1-3 "Prohibition on Expansion of Facility Capacity" this restricts the growth of your local hospitals. They cannot increase their ability to serve.
• Section 1156 pg 317 lines 13-20 "Prohibition of MD ownership and investment..."
• Section 1151 pg 298 lines 9-11 MDs with patients that are re-admitted for what is determined to be "preventable" conditions will be penalized.
• Section 1151 pg 280 Hospitals with what the government determines are preventable re-admissions will be penalized.
• Section 1121 pg 241 lines 6-8 "...service categories established under this paragraph shall apply without regard to the specialty of the physician furnishing the service"
• Section 431 pg 195 lines 1-3 Officers and employees of healthcare administration -the government- will have access to ALL Americans financial and personal records.
• Section 441 pg 203 lines 14-15 "The tax imposed under this section shall not be treated as a tax." yes... it really says this. Does this mean that this "tax" may not be considered a "tax" for such items as deductions on a tax return where taxes already paid are deducted?
